The Seattle City Council is considering proposed legislation to change Seattle’s land use and zoning that would affect property in Central Area near the intersections of 23rd Avenue and S Jackson, Cherry and Union streets. The proposed changes would rezone land in the Central Area in order to implement a community vision for 23rd Avenue and Mandatory Housing Affordability (MHA) requirements.
The legislation would require new commercial or multi-family development in the affected zones to contribute to affordable housing. This contribution would be met by including affordable housing within the development or paying into a fund that will support development of affordable housing. The legislation would also add development capacity in the form of an increase in the amount of allowed height or floor area for buildings in zones where the MHA requirements would apply.
The legislation is intended to increase commercial and residential development capacity near these intersections to achieve the community’s vision to strengthen the Central Area’s unique identity and community character, help create vibrant and resilient commercial districts with pedestrian friendly mixed-use development, support existing and new businesses and development, provide opportunities for a variety of shops, services and affordable housing, and support community ownership and equitable development that serves the diverse Central Area community. This legislation is accompanied by a resolution which recognizes the extensive efforts of the Central Area community to create the 23rd Avenue Action Plan and Urban Design Framework.
Three bills are proposed:
A bill (Council Bill 118981) to rezone property near the intersection of 23rd Avenue and E Cherry Street, and amending the land use code to adopt new height, floor area ratio and density standards for LR2 zones with mandatory housing affordability requirements.
A bill (Council Bill 118982) to rezone property near the intersection of 23rd Avenue and E Union Street and amending the land use code to adopt new setback requirements and requirements for residential uses at street level along certain streets within the rezone area.
A bill (Council Bill 118983) to rezone property near the intersection of 23rd Avenue S and S Jackson Street, and amending the land use code to apply new setback requirements, limits on structure width and requirements for pedestrian connections within the area to be rezoned.
