The Seattle Department of Construction and Inspections (SDCI) has received an application from Washington State Department of Transportation (WSDOT) for a major public project construction noise variance from the standards for nighttime construction noise for above-ground construction activities in support of the SR 520 Montlake Phase of the "Rest of the West" Design-Build Project.


This application replaces the previous SR 520 Montlake Phase major public project construction noise variance requested under project #3027364. A new application was submitted to provide more accurate public notice based on the location of known nighttime activities and construction staging areas.


This phase, known as the Montlake Phase, includes construction of the West Approach Bridge South (WABS), Montlake lid and interchange, and a bicycle/pedestrian land bridge over the highway. Construction of this first phase of the I-5 to Lake Washington Project (also known as the “Rest of the West”) is scheduled to begin in late 2018. The existing SR 520 west approach bridge is built on hollow columns, which are vulnerable to a catastrophic earthquake, and the roadway has narrow shoulders and lacks transit/HOV lanes. The WABS will connect eastbound traffic from Montlake to the new floating bridge. It will also feature a dedicated transit/HOV lane that will provide improved mobility for buses and carpools as they access the new floating bridge and continue to the Eastside.


WSDOT’s application includes a list of the proposed nighttime operations and the necessity for nighttime work. WSDOT proposes nighttime limits for on-site construction noise created at night, and applies only to the Montlake Phase of the "Rest of the West" Design-Build Project.


Public Meeting


A public meeting has been scheduled for Thursday, February 15, 2018 from 4:30 pm to 7:00 pm at the University of Washington’s Kane hall located at 4069 Spokane Lane in Seattle. Representatives from WSDOT will be available to provide information about the project. SDCI’s Noise Abatement Coordinator will also be in attendance to receive comments from the public on project-related noise impacts, terms and effectiveness of the noise variance, the Noise Mitigation and Management Plan, and any recommended improvements or modifications.
