This commercial vernacular building was built in 1908 and remodeled in 1916. The originally builder and owner are unknown. The 1916 remodel was done by architect Frank Fowler. The building was owned by Sidney B. Hardt and family from at least 1922, possibly earlier, until the late 1950s. It was then known as the Hardt Apartments. While the Hardt family owned the building, the two storefronts were occupied by the Melrose Beauty Shop and chiropractor Jason E. Lee. The building is now known as the Bucklin Building. This building is significant as an intact example of early commercial architecture on University Way NE in the University District. It is one of the earliest brick masonry buildings still extant on University Way. Frank H. Fowler was an architect and engineer who practiced in Seattle in the early part of the 20th century. Fowler's offices were located in the Smith Tower in downtown Seattle. In addition to designing the Lambert Building, Fowler designed and constructed the Wilsonian Apartment Hotel.
This three-story commercial vernacular structure is situated facing east on its lot. The building is clad in the original brick siding. The main elevation has two storefronts that flank the entrance to the upper stories. The two storefronts retain their original transom windows and entrances. The entrance to the upper stories appears to be unaltered. There are 10 apartment units on the upper stories. The original canopy, which ran the full length of the main elevation, has been removed; a new canopy exists above one of the storefronts. The second and third stories have a single double-hung window flanked by paired double-hung windows; the windows have decorative terra cotta keystones.
